Dual Containment: The Demise of a Fallacy

Following his detailed analysis of the Clinton Administration's 'Dual Containment' policy toward Iran and Iraq, Lebanese journalist Hisham Melhem concludes that there can be no viable security or economic order in the Gulf if US policy is predicated on the simultaneous isolation of these two countries. He points out that Dual Containment has not only failed to achieve its objectives, but that the massive and permanent US military presence now required in the Gulf to maintain this policy has become a new source of regional resentment and tension.
