Laci Barrow, a native of the Washington, D.C. area, comes to the MAAS program after two years at the World Bank in the Middle East and North Africa Region. While at the Bank, Ms. Barrow focused on information and communications technology (ICT), public financial management, law, and gender. Laci graduated with honors from the University of Delaware in 2005 and wrote an honors thesis titled "Development as Freedom: Applying the Capability Approach to the Current International Patent Regime," which evaluated the effects of a strong patent system on technological development and access to medicines in developing countries. In 2001, Laci obtained a Diploma of French Language and Culture from the University of Paris-IV Sorbonne. Laci, also a talented soprano, can be found singing jazz tunes at local clubs.
