Zoé NautréZoé Nautré, a Ph.D. candidate at the Freie Universität Berlin and a visiting scholar at CCAS during the 2007-2008 academic year, recently published a paper with the German political foundation Friedrich-Ebert-Stiftung entitled "U.S. Interests in the Arab World: Democracy Promotion by American NGOs." The paper incorporates research Ms. Nautré conducted in Washington, D.C., while at CCAS, including approximately 40 interviews with U.S. policy makers at governmental and non-governmental institutions. Ms. Nautré's research aims to ascertain to what extent U.S. policy towards the Middle East shifted after September 11 and how those theoretical shifts translated into bureaucratic practice. Ms. Nautré lately spent two months in Rabat, Morocco, interviewing the local counterparts of the policy makers she interviewed in Washington.
The paper, aimed primarily at the German policy community, seeks to further transatlantic cooperation on common policies in the Arab world. It discusses, among other issues, whether the lessening of U.S. democracy promotion in the region is a good sign or not.
